Plan Review Services


Our Plan Review Team checks to see that submitted plans and supporting materials are drawn according to N.C. Building Code. Our plan review process is nearly completely paperless.

We designed our plan review streams to meet the needs of all our customers, even though they may be working on projects of widely varying scopes. Our plan review streams are organized as follows:



    • New construction, remodels and additions for single-family, two-family or townhomes three stories or fewer
    • Small project multi-trade additions
    • Remodels increasing heated square footage
    • Accessory buildings and structures


    • Exclusively for projects that have all contractors already selected
    • Small commercial interior renovations 10,000 sq. ft. or less with use and occupancy classifications of business (B), mercantile (M) or storage (S)
    • New construction or additions 400 sq. ft. or less for B, M, or S occupancies
    • Covered open-air structures 750 sq. ft. or less (such as a picnic shelter, for example)
    • Modular office trailers 1,000 sq. ft. or less
    • Equipment changeouts requiring plan review


    • Scheduled plan review
    • Assemblies 99,999 sq. ft. or less
    • Commercial 299,999 sq. ft. or less
    • All existing CMS schools including additions and remodels
    • All charter and private schools
    • Institutional 99,999 sq. ft. or less
    • Mixed use 199,999 sq. ft. or less
    • Multifamily residential four stories or less
    • Any project that qualifies for CTAC plan review can choose to submit through commercial plan review

    • Assembly 100,000 sq. ft. or greater
    • Commercial 300,000 sq. ft. or greater
    • New/complete replacement educational projects for CMS
    • Institutional 50,000 sq. ft. or greater
    • Mixed use 200,000 sq. ft. or greater
    • Multi-family residential 5 stories or more, or podium/wrap structure (Section 510)
    • Hospitals (including upfits)
    • High-rises (including upfits)


    • Projects that use Mecklenburg County's Building Information Modeling (BIM)-Integrated Project Delivery (IPD) plan review and permitting process
    • Special events
    • Green buildings
    • Fast-track projects
    • Campus developments
    • Design-Build delivery (DB)
    • Construction Manager At Risk (CMAR) projects
