Legislative Recap
 
Last week, the General Assembly gave final approval to a budget conference report that provided an average 7-percent raise for teachers. The budget also makes various cuts to Medicaid, yet stops short of fully reforming the program. Additionally, a new compromise version of H 1224 -- the legislation to cap local sales taxes -- was proposed. The compromise would allow Mecklenburg (and three other counties) to propose a sales tax referendum this fall, but would prohibit any future attempts. The Senate approved the legislation but the House sent it back to committee, effectively killing the measure for the near term. 
 
On Saturday, the General Assembly adjourned following what the Speaker of the House described as "the closest thing we will have to a last day of session this year." The caveat comes because the chambers failed to agree on an adjournment resolution, effectively putting the session in limbo, but it is possible a deal could be negotiated and approved this week. In any event, the legislature is likely to reconvene on August 14 to address any gubernatorial vetoes and other potential matters (as set by the adjournment resolution). The General Assembly will also hold a special session in November to consider Medicaid reform.

 
Community Forum Set for Proposed Tobacco-Free Regulations
 
The Health Department will soon be hosting a community forum and several “pop-up” events to share the proposed regulations for tobacco-free environments with residents and to gather feedback.

The proposed regulations would make all municipal government-owned buildings, vehicles, grounds and parks (including the city of Charlotte and six surrounding towns) smoke-free and all Mecklenburg County parks tobacco-free.

Revaluation Review Update

With the revaluation review process still about seven months from completion, I thought I’d update you on the County’s progress so far.

Last week, the Assessor’s Office processed another 7,513 refunds, adding to a total of 55,328 completed refunds. To date, the revaluation has resulted in 120,328 refunds and 23,888 discovery bills. We are now 58 percent complete, with 205,511 parcels reviewed.

The Assessor’s Office is taking steps to eliminate confusion with discovery bills. All bills now include an insert that details specific requirements of SL-362. The insert clearly states that new bills are considered a lien on the property and will be issued to the current property owner, per SL-362.

Assessor Ken Joyner is also working with the Regional Realtor Association and the Mecklenburg County Bar to set up speaking appearances and to share online resources for the latest revaluation information.
