Homeless Services

Homeless Dictionary Definition 
The CSS Housing Innovation & Stabilization Services (the former Homeless Services) Division connects people who are homeless, or about to become homeless, to available community resources and services. A social worker talks with the individual or family to understand their need. Together, they develop a plan to improve the situation and support continued success.
 

Programs and Services

Coordinated Entry - Mecklenburg County is the Lead Agency for Coordinated Entry for the Charlotte-Mecklenburg Continuum of Care (CoC). If you are experiencing homelessness or think you will be homeless soon, Coordinated Entry is your first step to connect to homeless services and homelessness prevention resources in Mecklenburg County. Call 704-284-9665 and leave a message. A staff person will call you back Monday through Friday between the hours of 8 a.m. and 5 p.m.
 
Homeless Resource Center(HRC) collaborates with, and provides space to, ministries and community service organizations that serve meals during evening and weekend hours to individuals and families experiencing homelessness.
 
Shelter Plus Care(SPC) is a federally funded permanent supportive housing program that links housing with supportive services to move individual adults,  or adults with families,  who are homeless, have a disability, and a low-income, to permanent housing. This program has a community mandate to prioritize individuals and families who are highly vulnerable and chronically homeless, as defined by HUD and the Charlotte-Mecklenburg Continuum of Care (CoC). Specifically, verification is required that they have been in the streets or shelters for over 12 months (4 times in the last 3 years, or consecutively) and have a qualifying disability.
 
Housing Stability Funding(HSF) is a collaboration among Mecklenburg County, the City of Charlotte, the Charlotte Housing Authority, and Foundation for the Carolinas to coordinate a funding process for supportive housing development, housing subsidies and supportive services to maintain permanent housing stability.
 
Mecklenburg Frequent Users Systems Engagement (MeckFUSE) is a Mecklenburg County-funded housing program for individuals who are homeless, with health issues, and have been frequent users of the County jail, street camps and shelters. Supportive services are provided to help individuals maintain their housing.  The Urban Ministry Center of Charlotte operates the program.​
 
Moore Place is a 120-unit Housing First apartment building for men and women who were once chronically homeless. Roof Above owns and operates Moore Place. Mecklenburg County CSS Homeless Services Division provides  on-site social work staff to help residents maintain housing and work on their goals. This program has a community mandate to prioritize individuals and families who are highly vulnerable and chronically homeless, as defined by HUD and the Charlotte-Mecklenburg Continuum of Care (CoC). Housing First Charlotte-Mecklenburg Partnership , or HFCM, is a collaboration between Mecklenburg County, The Urban Ministry Center (UMC), and The Charlotte Housing Authority (CHA) to help end homelessness in Charlotte. HFCM seeks to provide affordable homes and accompanying support services for 120 homeless individuals. This program has a community mandate to prioritize individuals and families who are highly vulnerable and chronically homeless, as defined by HUD and the Charlotte-Mecklenburg Continuum of Care (CoC). Specifically, verification is required that they have been in the streets or shelters for over 12 months (4 times in the last 3 years, or consecutively) and have a qualifying disability.
