Through the BDI program, the County works to help minorities, women and small businesses grow and be competitive for governmental purchasing.

Mission: To increase participation of minorities, women, and small businesses in Mecklenburg County business opportunities through outreach, training, and partnerships.

Eligibility
To be eligible to participate in Mecklenburg County's Business Diversity & Inclusion Program, a business must meet certain criteria. These criteria are:
- The business must be 51% owned and operated by a minority, woman, or small business owner.
- The business must be certified. Mecklenburg County does not provide certification, but will accept certifications from the following:
- NC Office of Historically Underutilized Businesses (HUB)
- Historically Underutilized Businesses (HUB)
- North Carolina Department of Transportation (NCDOT)
- Disadvantage Business Enterprise (DBE)
- City of Charlotte – Charlotte Business INClusion (CBI)
- Small Business Enterprise (SBE)
