Goals
• To increase participation of minority, women and small business customers in Mecklenburg County business opportunities.
• To provide up-to-date and accurate information on all MWBE Program services to all citizens.
• To have all MWBE staff adequately and sufficiently trained on technical and practical applications and current issues and industry trends related to the field of procurement.
It is further the policy of Mecklenburg County to prohibit discrimination against any person or business in pursuit of these opportunities on the basis of race, color, sex, religion, national origin, age, disability, or veteran's status.
Objectives
• To ensure that Mecklenburg County staff involved in purchasing, make good faith efforts to utilize MWBE vendors in accordance with formal and informal procurement procedure as mandated by the Board of County Commissioners.
• To track MWBE good faith efforts and utilization according to recording keeping
requirements mandated by the Board of County Commissioners.
• To create and maintain an ongoing outreach effort to MWBE vendors including, without
limitation, assisting MWBEs to register with the State IPS system and the State E-procurement
System, providing information regarding doing business with Mecklenburg County, and encouraging collaboration among MWBEs.
• To establish partnerships with existing management and technical assistance providers in the Charlotte area to assist MWBEs with securing and performing Mecklenburg County contracts.
• To provide and administer procedures for resolving complaints of discrimination made against businesses holding construction or equipment and service contracts with Mecklenburg
County.
Program Statement
It is the practice of the Mecklenburg County’s Business Diversity and Inclusion Program (the “BDI Program”), in conjunction with the County Procurement Division, to foster greater competition, increase opportunities for participation by all segments of the business community, and maximize value for the taxpayers’ dollars through efficient use of public funds. The BDI Program accordingly is intended to promote full and equal business opportunities for all businesses contracting with Mecklenburg County by increasing the opportunity for purchase of goods and services from minority-owned and women-owned enterprises.
Consistent with the Mecklenburg County Solicitation Terms & Conditions, which encourage Bidders and Contractors to take all reasonably necessary and responsible steps to ensure that minority, women, and small business enterprises have the maximum opportunity to participate in County contracts, it is the practice of the BDI Program to encourage Contractors to actively seek MWBE participation to the greatest extent possible, and to monitor compliance. [Minority Business Enterprises and Women Business Enterprises certified through NC Historically Underutilized Businesses (NCHUB), herein referred to as MBE and WBE.
