​RFQ Released for Mixed-Income Housing Development


RFQ mapMecklenburg County is soliciting this Request for Qualifications (RFQ) to select a Developer to finance, design, construct, and manage mixed-income housing on 14 acres of property in the Grier Heights neighborhood of Charlotte. The Mecklenburg Board of County Commissioners placed combatting the County's growing housing instability as one of its top priorities for fiscal year 2020. Some of the Board's initiatives to address housing instability include rental subsidies, legal aid expansion, and critical home repair. As another strategy to address the Board's goal, the County determined that roughly 14 acres of its vacant property in the Grier Heights neighborhood shall be repurposed as a mixed-income housing development.

The selected developer must construct and manage affordable and market rate products of varying types and sizes that aims to maximize the number of units, while also complementing the existing neighborhood. The County desires a development that will stand the test of time, become a community asset, and provide housing options for those most in need. The selected developer will also be expected to engage the community in ways that include, but are not limited to, gaining input on the project elements, incorporating the historical context of Grier Heights, communication and marketing of the project, infusing remembrances, and partnering with organizations to provide homeownership readiness education.

The County aims to achieve a development that is inclusive of a wide range of income levels with a focus on achieving long-term affordability. Respondents must submit proposals with the following target household income levels:

  • 20% - 25% of all units for those households with income at or below 30% of Area Median Income (AMI),
  • 25%-30% of all household with income at or below 31% to 80% AMI;
  • 25% - 30% of all units for those households with income between 81% - 120% AMI, and
  • 25% of all units that are market rate units

The selected Developer will be chosen through a two-phase process – Phase I RFQ and Phase II a Request for Proposals (RFP).
