Under the principle of one-person, one-vote, all districts must be substantially equal in population. In North Carolina, this requirement is met through compliance with the +/- 5% rule: that is, all districts must be within 5% of the ideal district population.

Mecklenburg County has experienced a 21% increase in population since the last Census, but only 2 districts are out of balance. The chart below illustrates that 4 of 6 electoral districts are within 5% of the ideal district size.
