Mecklenburg County Solid Waste Permitting

Certain Permits and Licenses are needed for specific Solid Waste work in Mecklenburg County.  To help you through this process, the licenses and permits are as follows:

  1. Certificate to Operate (CTO) and Collect Municipal Solid Waste

All commercial refuse collection companies collecting Municipal Solid Waste (MSW) in Mecklenburg County are required to obtain a Municipal Solid Waste Certificate to Operate (CTO) in Mecklenburg County. The CTO is issued by the Mecklenburg County Solid Waste Management Program.  Each truck collecting MSW must be registered and inspected and pay the associated fee to Mecklenburg County.  This is an annual renewal and occurs each July through June.

A CTO is not necessary for collection of construction & demolition debris or bulky waste.

Click here for the forms for your company to complete.  Contact us at: solidwaste@MeckNC.gov if you have questions about the CTO process.

  1. Certificate to deliver Recyclable Materials at the County's MRF

All vehicles delivering Recyclables from outside of Mecklenburg County that deliver Recyclables to the County's MRF are required to obtain a Recycling Processing Certificate (RPC) in Mecklenburg County. The RPC is issued by the Mecklenburg County Solid Waste Management Program.  Each truck delivering Recyclables must be registered and inspected and pay the associated fee to Mecklenburg County.  This is an annual renewal and occurs each July through June.

Contact us at: solidwaste@MeckNC.gov if you have questions about the RPC process or for an application request.

  1. Tire Disposal Permit

All vehicles delivering Tires to the Tire and Metal Facility on Rozzelles Ferry Road are required to obtain an entry permit.  This Tire Disposal Permit (TDP) is issued by the Mecklenburg County Solid Waste Management Program.  Each truck delivering tires must be registered and inspected and pay the associated fee to Mecklenburg County.  This is an annual renewal and occurs each July through June.

Click here for the forms for your company to complete.  Contact us at: solidwaste@MeckNC.gov if you have questions about the TDP process.

  1. Credit Account Permit

If your business wishes to establish a credit account to use the Foxhole Landfill or any of Mecklenburg County's other Full Service Centers, there is an application process and fee for each vehicle registered.  If you do not wish to establish a Credit Account Permit (CAP) then every time your business uses a County Center, you will need to render payment at the scale facility.  Currently, we are not accepting cash and you will need to pay with a credit card.

Contact us at: solidwaste@MeckNC.gov if you have questions about the CAP process or to request additional information.
