Accessib​ility Code NCSBC Volume 1-C

Regarding the NC Accessibility Code (Volume 1-C), What are the most common problems for Architects and Engineers in preparing construction documents?

In 1999, The department assembled a team of 3 local architects and 7 staff to review areas in the 1999 NCSBC Volume 1-C where professionals are having trouble. 

The problem areas noted were as follows:

  1. Level of exit discharge accessibility required at all exits, not just at required exits (6.3.1)
  2. Requirements for public accommodation in a private residence, specifically in home Day Care with less than 6 children (1.4)
  3. Slope of accessible parking not exceeding 2% in any direction, including loading zones
  4. All restaurant level changes required to be accessible (23.3)
  5. Church podium accessibility (22.1.4)
  6. Stairwell width requirements: tread width and width inside the rails (8.2.1)
  7. Area of rescue assistance (6.3.2):
    - Required dimensions
    - Application to mezzanines
    - Differences with ADA
  8. Multi family accessibility requirements (chapter 30)
    - Difference between A&B units
    - Application of percentages to defined areas
  9. All toilet rooms must have accessible fixtures and private toilets must be adaptable
  10. Accessible route (11.2.1)
  11. Regarding future adaptability in apartments and hotel showers, confusion over which accessible layouts to use
  12. monumental stairs (8.1.2)
  13. Drinking fountain high/low requirements (13.1.6)
  14. Clear area requirements on latch side of door and relation of diagrams to approach from accessible route (7.3.1)
  15. ATM and similar machine height limit with respect to depth (16.4)
  16. Clear headroom adjoining an accessible route (10.2) and clear width (10.5)
  17. Children's environment table 3201 does not cover all items in this chapter, though they apply. There is also confusion over application of Children's environment requirements throughout  an entire building (chapter 32) (does not necessarily apply).
  18. Signage: confusion over height requirements on exit signs
  19. Appendix enforcement in question; many believe chapter 33-51 are for reference only
  20. Disproportionality (34.2.5)
  21. Assembly, including:
    - Accessible seating for bleachers
    - Sight lines
    - Assisted listening device criteria
  22. In some areas Volume 1-C is not coordinated with the Plumbing Code and users don't realize the accessibility code will take precedence (12.1.1)
  23. Accessible toilet stall requirements increasing to 2 for rest rooms with 6 stalls (11.1.2)
  24. Work space requirements (1.2.12):
    - No exception for "work cannot reasonably be performed" (1.2.11.2)
    - Where do approach, enter and exit requirements stop?
