​Mecklenburg County Air Quality (MCAQ) notifies the public of opportunities to provide public comment during monthly Air Quality Commission (AQC) meetings, in the Charlotte Observer legal classifieds section, and/or on this website.

Air Quality Ordinance Amendments

Public comments are being accepted on proposed amendments to the Mecklenburg County Air Pollution Control Ordinance (MCAPCO), and incorporation of the proposed amendments into the Mecklenburg County portion of the North Carolina State Implementation Plan. This MCAPCO revision will incorporate state rules that were revised as part of the North Carolina General Assembly Session Law 2013-413, which requires the North Carolina Division of Air Quality to re-adopt all existing state air quality rules deemed necessary through a Periodic Review of Existing Rules process.

Pending Air Quality Permits

The Air Quality Commission (AQC) opens public comment for air quality permit reviews per Mecklenburg County Air Pollution Ordinance, Regulation 1.5213 – "Action on Application; Issuance of Permit".  Pending permits are placed on the AQC agenda to open a 15 or 30 day public comment period.

General Comments to the Commission

The AQC will consider public comments relative to the function of the Commission as specified in the Charter.  Public comments will be received by the members of the AQC during their monthly meetings.

Submitting Public Comments

Mecklenburg County Air Quality will consider comments made during Air Quality Commission meetings and written comments received before the Public Comment Closing Date for each item. Written comments should be mailed or emailed to:

Public Hearing Reports

Charlotte Pipe & Foundry Company, Inc. Title V Operating Permit Renewal

On May 8 2019, a public hearing was held to receive comments on the Charlotte Pipe & Foundry Company, Inc. Title V Operating Permit renewal.   Oral and written comments received during the Public Hearing and the comment period have been thoroughly reviewed by  Mecklenburg County Air Quality (MCAQ) and documented in the Public Hearing Officer’s Report below.  The Public Hearing Officer's Report includes background information, hearing record, public comments, and MCAQ's response to comments. MCAQ intends to issue Title V Permit No. 19-01V-626 to Charlotte Pipe & Foundry Company, Inc.  as drafted. Additional actions and recommendations for the issuance of the Charlotte Pipe & Foundry Renewal Permit are in the appendices of the Report and will be submitted to EPA in the next steps of the permit renewal process.
