
Mecklenburg County is a growing and thriving community. With a population of more than one million people and rising, there is increasing demand for schools, parks and public services. The County will invest approximately $1.75 billion to fund these improvements through our FY2019-FY2023, 5-year Capital Improvement Plan (CIP). The funding for these projects comes from three basic sources: borrowing through the issuance of General Obligation Bonds (53%), other funding (42%) and direct financing (5%).
To better explain what investments are planned in the County for Fiscal Years 2019-2023, we have created an
interactive website to help report on what projects are scheduled and where they’re happening.

The CIP funds a range of projects including creating new community resource centers, updating county facilities, and expanding our park and greenway system. Additionally, the County has the responsibility of funding capital projects for
Charlotte-Mecklenburg Schools (CMS),
Central Piedmont Community College (CPCC) and the
Charlotte-Mecklenburg Library. The plan is updated annually and provides a comprehensive approach to capital planning. The funds in the CIP are for construction and associated information technology and do not include operating expenses after the completion of the project.
The
Board of County Commissioners (BOCC) approved the
CIP in 2017 and has approved adjustments to the CIP since that time. The FY2019-FY2023 CIP currently includes a total of 83 capital projects. These projects are classified into five categories: Government Facilities, Charlotte-Mecklenburg Schools (CMS), Park & Recreation, Library & Central Piedmont Community College (CPCC).
