​Enhance Existing Pretrial Services Program

Strategy 4 provides enhancements to our existing Pretrial Services by considering pretrial supervision as a release option for additional PSA risk groups in the Decision-Making Framework of the PSA, provides additional staff to expedite the release of defendants who have been referred to pretrial supervision, reduce technical violations and jail readmissions of pretrial supervision defendants, and hiring a Jail Population Manager to monitor cases of defendants who remain in jail and expedite their release when possible. 

Enhancing the existing Pretrial Services by expediting and increasing releases to pretrial supervision, adjusting the release condition recommendations of the PSA to include pretrial supervision of additional defendants, and monitoring the jail population who remain detained to explore alternatives to detention will show impacts on the jail population over time. 

A reduction in the length of stay for defendants who have been released to pretrial supervision will demonstrate success of the additional capacity. Expanding the decision-making framework of the PSA to allow for additional risk levels to be considered for pretrial supervision will allow additional defendants to be released from jail to appropriate supervision pending trial. This aspect of the strategy will be measured by an increased percentage of defendants with these risk scores to receive release recommendations less restrictive than secured bond and a reduction in the length of the stay for these defendants. An additional measure of this strategy will include continuing to monitor the Public Safety Rate of this additional group of pretrial supervision defendants, which is currently measured by CJS Research and Planning. 

This strategy also incorporates a new position of a Jail Population Manager who will monitor cases where a defendant has been recommended to, but not accepted for pretrial supervision. This staff will allow for the exploration of additional alternatives for release to reduce length of stay for defendants who may have higher needs to support them pretrial. This position is anticipated to result in a reduction in the referrals denied pretrial supervision.
