Strategy 2 involves automating the completion of the PSA and moving the completion of the PSA to the Magistrate’s Office to be administered prior to setting bond. This strategy also includes initial and ongoing training for Magistrates and Judges about legal and evidence-based practices in setting bail, as well as regular analysis of concurrence with PSA recommendations and the impact of these changes on the jail population and Racial and Ethnic Disparities.
The bulk of 2017 and 2018 will be spent providing training to the Magistrates on legal and evidence-based practices of risk-based release decisions, as well as developing the scope of PSA automation and the business rules of PSA automation. Upon automation of the PSA, the completion of the PSA will be moved to the Magistrate’s Office, where it will be administered at the time of setting the initial bond so that release conditions will be based on risk level, rather than more subjective factors. A decrease in jail bookings of low risk defendants, increased releases of low-medium risk defendants to pretrial supervision, and increased concurrence rates of release conditions by Magistrates will indicate successful implementation of this strategy.
