Strategy 1 involves policy and practice change to reduce the impact of defendants who fail to appear (FTA) and fail to comply (FTC) on the jail population. The bulk of this strategy involves drafting and executing a new policy for issuing FTA warrants, expanding it to FTC warrants, expanding administrative options to utilize prior to issuing these warrants, implementing a court notification system to inform defendants of upcoming court dates, and regular monitoring to track performance of these changes.
Implementing policy and practice change for how warrants for failure to appear and failure to comply will be issued and managed will result in fewer defendants booked into the jail on only these charges. Policy change will allow for additional opportunities for defendants to come into compliance, by appearance or otherwise, prior to issuing a warrant for their arrest. Success of this strategy will be demonstrated by a reduction in bookings on FTA and FTC-only charges. Additionally, this practice change includes expanding the current court notification system to notify defendants by text message of changes to and upcoming court dates. The impact of this system on reducing failure to appear will be monitored by analyzing the appearance rate of defendants who received notifications of court dates. Success would be indicated by an increase in court appearance rates.
