Equity and Inclusion is Everybody’s Job...

In September 2016, in response to the demonstrations and civil unrest following the Keith Lamont Scott and Justin Carr shootings, I announced that we will look at the County’s operations, policies and procedures to ensure equal access to services for every resident who needs them, as well as ensuring our employees are also treated equitably. Equity is a top priority for Mecklenburg County, and we must put it at the center of everything we do.

We are at a different place today, and we need to continue looking inward at what we are doing right and the areas for opportunities. To show its commitment to equity and inclusion, the Board of County Commissioners approved funding in FY18 to implement Equity Phase One – an initiative that is included  in my work plan for FY18. I also announced the appointment of Phin Xaypangna as the Equity and Inclusion manager to lead this effort and transferred this function to the County Manager’s Office.

The County aims to build upon the current organizational diversity training and other departmental initiatives. To continue building the capacity of the organization, it is critical that the County approaches equity work holistically and enterprise-wide. We know that moving beyond training to put ideas into actions, with strong support from leadership, will be critical for our success. To advance equity, it is important that we adopt it as a key value in the organization.  With a shared understanding, we can operationalize equity through new policies, procedures and institutional practice – both internally and in partnership with other institutions and the community.
 
In FY18, we implemented Phase I of the Equity initiative. We hired GARE, an external consultant to develop a framework for this initiative. This included an assessment of the County’s equity opportunities and challenges, training for key County staff and the development of an equity action plan. ​The equity assessment​ was completed in the spring of​ 2018. This information will inform us what we need to tackle going forward. Leadership will be involved in training to understand the how governmental laws, policies and practices create and advance equity, as well as an awareness and understanding of explicit and implicit bias.

In FY19 and beyond, we will examine County policies, programs and initiatives through the equity lens and address root causes of inequity. This will lead to more equitable policies and programs.  
The initiative will affect all levels of the organization. Your role is to: 

  • Commit and support to make an impact
  • Provide ongoing feedback
  • Participate in learning about equity and inequality
  • Begin to look at your work through an equity lens
  • Make the invisible more visible by asking:
    • Who’s included?
    • Who has opportunities and who does not?​
    • What can I do about it?

If each of us takes ownership of becoming a pro-equity workplace where all people can succeed, we will become that much stronger as an organization, and will be able to serve the residents of our community in the highest manner.
