BOCCYour Legislative Report

House and Senate budget leaders agreed last week to a $22.2 billion spending limit for the 2016-17 fiscal year, a little less than Gov. Pat McCrory's $22.8 billion proposal. The legislature’s self-imposed spending limit represents a 2.26 percent increase over the current year’s budget.

House budget committees met May 3-5 to begin the chamber’s process of developing its version of an adjusted budget for the 2016-17 fiscal year, which begins July 1.

Budget work is expected to continue to be the House’s focus this week.

In addition to the state budget, Mecklenburg County lobbyists talked to several legislators last week about our tax and finance agenda items. It appears that legislators do not anticipate any problems or barriers with our finance issues.

As for the tax issue, we received a new draft of our tax language from the Department of Revenue that we believe addresses our needs. We are circulating the language to the NC Association of County Commissioners, having already heard positive feedback from the NC League of Municipalities. Next, we will pass it along to our delegation and the Finance chairs of both chambers for their consideration.

Veterans Services Director Accepts State Position

I would like to announce that Jim Prosser, Mecklenburg County Veterans Services director, will be leaving the organization on May 13 to become the assistant secretary of Veterans Affairs for the State of North Carolina.

Jim has done an incredible job over the past five years strengthening our Veterans Services Division and the services we provide to our veterans. It has been an honor to work with Jim. I wish him the best in his new role.

Recruitment efforts are underway for Jim's position.

County Seeks Feedback on the Design and Development of its Community Resource Centers

Mecklenburg County is seeking feedback on the design and development of its community resource centers (CRC) that will eventually be located at the Valerie C. Woodard Center, 3205 Freedom Drive, and five additional locations throughout the area.

This effort is part of a bigger Health and Human Services plan to shift toward a community-based service delivery model within Mecklenburg County. The objective of the CRCs is that our residents will be able to access multiple health and human services such as Medicaid, health screenings and benefits under one roof.

This survey has been sent to our community partners. Feedback will be accepted through Monday, May 23, 2016.
