Legislative Update
 
Former Rep. Larry Womble always wore a purple suit on the last day of the General Assembly’s session, and some current legislators have carried on the tradition. While a final budget has not yet been released, legislators were rumored to be packing their purple suits for this legislative week. The optimism is fueled by tweets from Sen. Berger and Speaker Tillis, each stating that conferees had come to a budget agreement. 
 
Anonymous sources stated the budget will retain teacher assistants while providing teachers with raises that will average about 7 percent; some teachers may get more, others may get less. Meanwhile, the Senate passed H1224, which limits the local option sales tax to 2.5 percent, and would effectively prevent Mecklenburg from holding a referendum on a quarter-cent sales tax this fall. The House Finance committee will consider the legislation on Wednesday, and if the House does not concur with the Senate bill, a conference committee will be appointed to resolve their differences.
 

Dr. Monica Allen Named Director of Planning and Evaluation
 
I am pleased to announce that Dr. Monica Allen has been promoted to the position of director of Planning and Evaluation. Monica is well versed in strategic planning, performance and service evaluation, Balanced Scorecard, execution of both the employee climate and community surveys, and will bring a wealth of knowledge and experience to the position. Her primary accountabilities will be to lead the County’s efforts in performance management, strategic planning and program evaluation.

Monica earned her bachelor’s degree in psychology from Hampton University and a master’s degree in psychology from The College of William and Mary. She received her doctor of philosophy degree in organization and management from Capella University. In addition to serving as a mentor to members of her community, Monica serves on the board of the YMCA of Greater Charlotte’s Y Achievers program; with Promising Pages, an organization that promotes childhood reading; and as a member of the Advisory Council for the UNCC Women + Girls Research Alliance.

Health Department Offers Free HIV and Syphilis Testing

Many sexually transmitted diseases (STDs) have subtle symptoms or no symptoms at all, and may go undetected without screening tests. Early detection means a cure for most STDs and a decrease in the spread of infection to others. With early detection, the ability to treat a disease and accomplish a successful outcome is greatly increased.

The Mecklenburg County Health Department offers testing for HIV and other sexually transmitted diseases. These tests are simple, free and confidential. HIV/syphilis testing involves drawing a small tube of blood from a patient and performing a finger stick for a rapid HIV test. Clients are counseled by highly trained staff on their specific personal risk factors. At the conclusion of the visit, the client will be given an ID number to bring back in approximately two weeks for test results. Clients come to the Health Department for the results of their test; no results are given over the phone.

If a client is positive for an STD, he/she will be referred for proper treatment, counseling, prevention guidelines and case management services if needed. If negative for an STD, the client still receives counseling and prevention messages from the counselor.
HIV/syphilis testing is provided on a walk-in basis -- no appointment is necessary. Tests are free and confidential. Appointments are needed for other STD screenings and can be made by calling 704-336-6500 between 8 a.m. and 5 p.m. Monday - Friday. Appointments are available at both the Northwest (2845 Beatties Ford Road) and Southeast (249 Billingsley Road) locations.
