Legislative Update

After one final, failed attempt to pass H1224 which included a deadline by which Mecklenburg needed to pass its ¼ cent sales tax, the General Assembly adjourned sine die*. As a result, the General Assembly cannot return to Raleigh until January of 2015 unless called into special session by the Governor. While most of the County’s efforts this year were defensive in nature, we did succeed in passing the Board’s goal of giving counties greater flexibility in the use of storm water fees. Also, the state budget included an increase in base pay for all public school teachers, a goal which the Board supported. The budget also provided an additional $7.4 million statewide for Child Protective Services to reduce caseloads to a ratio of 10:1. While we do not yet know the specific amount of funding for Mecklenburg, we typically receive about 10% of funding provided to counties.
In an effort to engage the Board and the delegation for the next legislative session, staff has already begun compiling recommendations for items to be included on the 2015 legislative agenda. As always, please contact Brian Francis at 704-336-2611 if you have any questions about the legislative session.

*”sine die” is a Latin phrase literally meaning “without day.” The final adjournment of the legislature is referred to as “sine die” because they adjourn without a day to return.
