What is the HOMES program?
The Mecklenburg County Helping Out Mecklenburg’s Homeowners with Economic Support (HOMES) Program offers financial assistance to reduce the burden of retaining primary residence of qualifying Mecklenburg homeowners.
What is the purpose of the program?
- This grant program is designed to assist qualified residential homeowners with low income within Mecklenburg County to retain their homes by reducing the financial burden.
- Applications will be processed on a first come first serve basis until funds are exhausted.
Who can qualify?
- Ownership & Occupancy Requirements
- Applicant must live in Mecklenburg County.
- Applicant must be the owner of the residential property.
- Applicant must be currently occupying said property and have lived at this property for at least the last 3 consecutive years.
- Tax Status
- Must not have more than 1 delinquent tax bill in the last 3 years (2020-2022).
- Applicants with taxes owed for more than 3 years do not qualify.
Is there an income limit?
- Applicant’s total household income must not exceed 80% of the Area Median Income as set by Housing and Urban Development (HUD).
- All income MUST be included for each working member of the household.

What is the deadline for 2022?
- Application timeframe is July 1, 2022 thru November 18, 2022.
- Applications and verifications must have a postmarked by November 18, 2022.
- Applications and verifications must be emailed by midnight on November 18, 2022.

Will my income for 2022 be counted?
No, we will use 2021 income as we require IRS documentation.
What if I have already paid my bill?
The Tax Collector will create a Pre-Pay bill for 2023 taxes.
What if I am in another program for tax relief?
- You cannot apply for this year’s HOMES Program if you are receiving in the following programs:
- Homestead (Elderly/ Disabled/ Veterans/Circuit Breaker)
- Farm Program (PUV)
- Or any other kind of property tax deferment
- The City of Charlotte will not take new applications for the Aging in Place, they will refer customers who do not qualify for the program to the Department of Community Resources for the HOMES Program evaluation.
