Eligibility Requirements and Criteria

The Mecklenburg County Board of Commissioners recognize that homeownership is the single most important investment that many residents make in their lifetime. The Helping Out Mecklenburg's Homeowners (HOMES) grant program is designed to assist established residential taxpayers with low to moderate income within Mecklenburg County in retaining their homes.

Please review the following Eligibility Requirements and Criteria prior to submitting application.




Residency: Please review the below residency qualifications. If qualified, next review the criteria in the Income Based Section.

  • The property must be located within Mecklenburg County, North Carolina.
  • The property must be owned by the applicant and be the primary residence at the time.
  • of application for the past three consecutive years as verified by the date the deed or title that was recorded with the Mecklenburg County Register of Deeds.
  • The resident’s name(s) must be on the recorded deed or title.
  • When the qualifying person is not on the deed but on a recorded life estate, the person can participate in the program.



Income Based: Please review the below chart for income qualifications. Applicant’s total household income must not exceed 80% of the Area Median Income as set by the Housing and Urban Development (HUD). If qualified, next review the Program Considerations Section.

Program Considerations: Please review the below considerations.

  • Applicants cannot be participants in or eligible to participate in any of the following programs:
    • North Carolina Homestead Exclusion
    • North Carolina Property Tax Homestead Circuit Breaker
    • North Carolina Disabled Veterans Exclusion
    • North Carolina Present Use Value (PUV) Program
  • Only one of the past three years of property taxes can be delinquent.

If you meet ALL the above criteria, please complete Sections 1-3 of the Application. Application timeframe begins July 1, 2022 and ends November 18, 2022. Applications and verifications MUST be submitted and postmarked by November 18, 2022.
